My first impression was that NO COMMENTS indicated that you may not comment! COMMENTS However is Google's way of saying that there have not yet been any comments and by clicking on "NO COMMENTS" you get a popup window to make a comment. Having commented on this one incoming comment the wording should say "2 COMMENTS".
Is it illogical? I say yes! But that is Google logic not ANZA logic.

When the "NO COMMENTS" statement is displayed it does not mean you cannot comment. It means no one has commented to date.
Click on "NO COMMENTS" to leave a comment. Does this comment make sense?
